Issue 695: Monotone: public projects fail to create

Attempting to create a public repository eventually (after a long 
timeout) fails with an error about a failed symlink.  I've attached 
the backtrace.

I tried to improve the situation in revision 8ff15368, but soon 
realized that Pluf's error handler gets into my way. Need to think 
about this a bit more and discuss this with the other folks.

Proper error handling is back in revision 638b283. Also, the timeout 
should no longer occur, as I added a two second sleep() now between 
the stop and the start of a server (seems to be some Usher problem: 
https://code.monotone.ca/p/contrib/issues/175/#ic521).

Actually, the symlink problem has been fixed just now with revision 
d1f79d9.
