Issue 575: Smarter attachment handling

IDF currently always previews text files on click while it directly 
offers a download for non-text files.

We should smarten the code in the issues module so that an extra 
link "download" is displayed beside the preview link for 
text files, to enable a shortcut when people really, really just 
want to download the file and do not get a preview.

Changed in commit dffeb1f - now the left-most link to an attachment 
directly downloads it and if we recognize the file's content as 
text-based, we place an additional "view" link right 
beside it.
