Issue 460: Default access rights

Currently, all access rights are defined to "all" by 
default, could it be possible to have a configuration parameter 
which defines default value for each of these ?
I could provide patch if needed.

If you want to limit access to the project right from the start, you 
can simply mark it as private when you create it, that way you have 
the time to adjust everything and then open the parts you want to 
all.
