Issue 452: Allow subscription by default the admins or/and members of a new event

Could you enable the email notifications to all admins and members 
of a project ?

As an admin, when I just create a new project on the forge, I expect 
to receive all issues on my email.

Do you want to follow all the new issues or just get a notification 
on new events?

I would say, by default, all the new events.
