Issue 410: Upload error message on new issue shouldn't be hidden

On upload error in new issue the general error message is displayed 
but the error message attached to the field is hidden (because the 
field is hidden by default).

Patch attached : doesn't hide row and remove previous "attach a 
file" link if error
