Issue 4: Ability to have different types of project (private/public, closed/open source)

It should be possible to manage different kind of projects within 
the same forge:

* private: Only members, owners or signed in users part of a 
selected group can access the project.
* public: Like today.
* closed source: Source access only for the members and owners.

Maybe a simpler approach would be to control the access to each tab 
independently of each other.

Something like:

| Tab        |  Access         |
+------------+-----------------+
| Issues     |  [All        V] |
| Downloads  |  [Members    V] |
| Source     |  [None       V] |
| Wiki       |  [All        V] |
+------------+-----------------+

Here that would mean that everybody could access the issues and the 
wiki, but the source would be not available and the download area 
available only to members and administrators.

What about project categories like in sf
for example : system,web,unix,windows ...
