Issue 368: Cannot download files with a space in the filename - Issue tracking, code review, source browser for git, mercurial and subversion.

I'm using InDefero 0.8.8 with an SVN backend and a PostgreSQL 
database.  If I upload files to the SVN repository with a space in 
the name, they cannot be downloaded from the web interface.  
Clicking on the filename acts as if you have clicked the 
"source" tab on the UI and returns you to the root of the 
repository.  Filenames without spaces download just fine.

This is related to issue 354. I need a good way to do that without 
encoding the "/" character.
