Issue 359: When updating available ticket tags, existing tickets are not displayed anymore

In Project management, I wanted to update default ticketting tags.

Unfortunately, our existing issues are not displayed anymore. The 
sql associations are "broken". 

Maybe we could design a new view after validation, to allow existing 
tickets to be reassigned to updated tags.

Ok, from an IRC chat, it looks like the idea is more to have better 
bulk management of the tickets. See ticket 373 corresponding to this 
request.
