Issue 283: Confusing with two 'Administer' tabs - Issue tracking, code review, source browser for git, mercurial and subversion.

After we started to use InDefero as a software forge at NTNU HPC*, 
'staff' users have complained that having two tabs with identical 
names are confusing, and not good UI policy.

I therefore suggest renaming the project wide 'Administer' tab to 
'Project Management'.

This issue probably also includes updating the documentation, and 
not just editing the templates.

After a short IRC talk, changed to "Project Management" 
and the top tab to "Forge Management".

Fixed in commit 6edaf03, thanks a lot!
