Issue 115: Add about page with version and upgrade check

I'd like to see an 'About' page, probably only accessible from 
admins.  Primary reason would be to show what version of InDefero 
you are currently running and what the latest version is.  The 
latest version could be handled by pulling from an external web page 
that just contains the text of the latest revision.  And would 
probably want to make that optional since private installs may not 
want it to "phone home"

Problem now is there's no method of determining what version you are 
currently running.  All I've done now is keep the latest zip I 
installed in the site's folder outside of the webroot to know what's 
the latest version I have installed.

Good idea, I will setup a system to help following the changes and 
maybe give a warning in case of security issues.
